DHS EAGLE II is a Multiple Award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to provide information technology solutions through performance of a wide range of support services. EDC Consulting LLC (EDC) is a prime contract holder in the DHS EAGLE II Small Business Track for Functional Category 1 – Service Delivery under the Service-Disabled Veteran Owned category. EDC has established a team with proven experience delivering a full range of services and solutions in support of developing, implementing, and maintaining technology that supports the DHS mission and its business functions.
The scope of Functional Category 1 (FC1) includes the following services:
System Design, Development, Implementation, and Integration: Concept development, planning, requirements definition and analysis, systems design and development, integration, implementation, deployment, connectivity, wiring and cabling
Software Design and Development: Concept development, planning, requirements definition and analysis, SW design and development, coding and testing, production, deployment, implementation, integration, and SW application maintenance
Operations and Maintenance: Help Desk and Field Support Services (e.g., Desk-side support and LAN Administration), Network and Security Operations, Collaboration Services (e.g., Email, Voice, Video Services, Wiring and Cable), full range of O&M solutions, from maintaining and upgrading individual pieces of hardware and software to full managed service solutions

Implementing strong quality assurance and cost controls requires effective program planning followed by disciplined program execution. Quality and cost controls are at the foundation of EDC’s proven set of management methods and processes. These processes are integral to the management of every project, are codified in our Quality Control Plan, and used on every EDC engagement to manage and control quality and cost. EDC delivers a tailored Quality Assurance Plan (QAP) for each task order based on the five principles outlined in Table 1. We use these principles to build engagement and project-specific quality assurance and control plans in collaboration with senior leadership and stakeholders.

The core of the process is a Program Deliverables Database, accessible through our portal, which contains all deliverables, artifacts, and work products. The database is under configuration management to ensure that at any given time the correct and current entry is available to management, and all information, including a record history, can be accessed for review.
